Many people in Cambodia are interested in Licensing to Securities Firms and Investment Advisory Firms on 02 November 2010

The market now look forward to the opening of Cambodia Securities Exchange after the licensing of Securities Firms and Investment Advisory Firms on 02 November 2010. In reminding that, with the great ceremony of granting licenses to securities firm and investment advisory firms clearly reflects the strong willingness of Royal Government of Cambodia in putting the securities market into operations.

Based on the prospects of “Financial Sector Development Strategy 2006-2015” and “Rectangular Strategy, phase II”, Securities and Exchange Commission of Cambodia have actively been prepared necessary regulation for not only putting the securities market in Cambodia successfully into operations, but also ensuring in the future the transparent, efficient and fair function of the securities market, as well as protecting the investor interests. In the meantime, the Securities and Exchange Commission of Cambodia is seriously checking and evaluating the applications for accreditations as Cash Settlement Agent in the Securities Sector, for registration of Securities Registrar, Securities Transfer Agent and Paying Agent, as well as for accreditation of professional accounting firms and independent auditors providing services in the securities sector. When obtaining the approvals from the Securities and Exchange Commission of Cambodia, these companies will have the key roles to complete the securities market infrastructure and putting market in smooth and efficient operations.

H.E. MING Bankosal, Director General of the Securities and Exchange Commission of Cambodia, indicated that the processes in granting licenses to the securities firms and investment advisory firms have thoroughly been conducted with different stages to choose the qualified companies, which meet the requirements in the Law on Issuance and Trading Non-Government Securities, Anukret, and relevant regulation, especially the evaluation on applications and attached documents on human resources, financial resources, experiences, reputation, readiness of the applicants, and the onsite-evaluation.

Along with the forecasting on the size of market capitalization, issuing amount and daily trading volume in the early stage, the number of securities firm licenses has been limited to seven firms, licensed from the SECC as the “Underwriter”, including:

1. Tong Yang Securities (Cambodia) Plc;
2. OSK Indochina Securities Ltd;
3. CANA Securities Limited;
4. CAMPUBANK Securities Plc;
5. Cambodia-Vietnam Securities Plc;
6. SBI Phnom Penh Securities Ltd; and
7. Phnom Penh Securities Firm Plc.

Two firms are licensed as “Dealer”, including:
1. Sacombank Securities (Cambodia) Plc;
2. Golden Fortune (Cambodia) Securities Plc;


Four firms are licensed “Broker”, including:
1. ACLEDA Securities Plc;
2. Cambodia Capital Securities;
3. SONATRA Securities Plc; and
4. CAB Securities Ltd.

Two firms are licensed as “Investment Adviser”, including:
1. Angkor VDS Securities Plc; and
2. Angkor Capital Advisor.

The underwriter will play important roles to provide advices or other services to companies who wish to make a public offering, also these potential issuing companies can meet to discuss these works with the underwriters who are licensed.
